Is there a setting to turn off shiny water?

I notice this sometimes. For example during campaign in aggorat. I'm trying to fight mobs, but the water in the canals shines BRIGHTLY white. The area is exactly shaped in such a way that you must walk the road down and the shiny water is blinding there in your screen the entire time.

Can I turn it off somehow. I tried altering some settings, but it did not go away.

If such setting does not exist, please ggg, add it. I dont need that effect.
