The Purpose of the Cultist's Bow

I have a question about what the Cultist Bow is for.

This is a bow that has a hidden internal modifier that says that one hundred percent of physical damage is converted to chaos damage.

Okay. The first thing that comes to mind is a bow intended for poisons. Because the description of poisons says that their power is based on 20 percent of physical and chaos damage. But there is one problem, the Cultist Bow does not have modifiers to increase flat chaos damage and does not have modifiers to increase percentage chaos damage. And the flat and percentage modifier to increase physical damage does not affect this bow, because its physical base damage is converted to chaos damage. And here we have two options: either there are not enough modifiers for chaos damage specifically for the Cultist Bow, or an error in the description and calculation of poisons. Perhaps the poison power should be based on 20 percent physical damage and 100 percent chaos damage. In that case, the base flat chaos damage of the cultist bow could at least somehow compete with the 20 percent physical damage of a good bow with physical damage modifiers. But now it is not so, and the cultist bow loses to a bow with physical damage under any circumstances.
It is obvious that this bow is intended for poisoning. But poisoning in this case should depend on all chaos damage that the cultist bow provides.

omg, i'm playing poe2 and i had this coool idea for spreading chaos and poison and using the cultist bow makes since, but without the ability to apply chaos modifiers its useless.... for real ggg... can this get some love.
