Better clarity in the item modifier tier options

With POE2, item modifier tiers now count upwards instead of downwards, which is much easier to understand for someone brand new to the game without being told. Bigger number is better, after all, and it makes more sense when you're seeing things like bigger map tier number = harder/better maps.

The problem with it however, is that it's a downgrade in terms of clarity without having some form of external source tell you what the highest tier for that particular modifier/stat is, which is an issue that items in PoE1 don't suffer from the moment you learn that Tier 1 is always the best possible window of outcome for a modifier.

The best tier for a Life roll on a body armour in POE1 is always Tier 1. It'll always be tier 1 on other items as well. You know immediately once you see an item has a Tier 1 Prefix/Suffix, you got lucky with it.
However, In POE2, this is not so clear. The best tier for Life on Body Armour is Tier 13. The best tier for Life on Gloves is Tier 9. There is no way to be certain that this is the case without looking it up or being told. Each modifier has it's own maximum tier, and that maximum tier is different between base item types. This makes it unclear to know if you truly received a good roll, and makes it hard to be excited for how good your item might be for a new player, or even anyone who would like to know if the item they just identified is actually good without pulling up a database site.

I do think that tiers counting upwards instead of downwards is a good idea. I think the idea of bigger number = better is one everyone understand fundamentally without being told. But I do think it needs some more work/polish.

A few suggested solutions I have for this problem;
1) equalize the amount of tiers for every modifier across every item. This would be a very bloated fix to the problem, as it would require either adding or removing a lot more tiers for every modifier, but one that would work.

2) Indicate the max tier next to the tier number so it's no longer unclear how far from the best tier you got. For example, showing "T6/T13" or "T6 out of T13" next to the item modifier. Likely ugly or difficult to display succinctly without making item descriptions longer, but it would get the job done.

3) Colour code the T# next to the item to indicate how close it is to the highest tier. It wouldn't need a specific colour per tier as being in the upper few tiers is still exciting and gets the job done. Tier rolls that are in the lower bracket could be coloured white, lower medium coloured blue, upper medium coloured yellow, and highest bracket coloured orange. Example image below.



I think a lot of great strides have been made to improve clarity to people who may never look something up or have someone to tell them what something does/means, and I'd like to see it continue rather than reverted. These are just a few suggestions I have for this particular problem, which became fairly apparent to me when a few brand new players would ask me if a roll they got was good, and I had to find an external source to actually answer them, as having POE1 knowledge here is just as effective as a new player's knowledge. I think aiming to provide immediately clear information so that both new and veteran players can know something without looking it up further is the key here.

This is the kind of thing they need to address before the game gets fully released. The current system causes a delay between identifying an item and getting excited when you get a good item. Colors would help a ton since it's something that has been drilled into our heads from the very start of the genre.

However, for new players this either must be somehow clarified, or, should be off by default ('on' option - in game settings).
just make Tier 1 the best again. Then you ALWAYS know how many tiers away you are from the best mod.

I would love to see something like this. Making it easier to see whats good and what not. Personally I have huge problem with discerning whats good and not as it is. For sure have had lots of uber stuff which I have just salvaged or put out for sale for 1 exalt having no clue what things worth. I am convinced that a lot of people is in the same shoes as me about this.

What an improvement GGG could do with making this change. It would also be nice to have an ingame guide or info-manual you could read about game mechanics you don't understand so good... a "in game popup" manual that explains it in details and picture-illustrations like in PoE1.
