Cross-Progression is not working

I originally purchased PoE II EA on my Xbox and after playing it for some time, I decided to purchase the EA on STEAM, once I learned that cross-progression was a thing for PoE II. I linked my account to an email address and followed the steps to syncing my account to both my Microsoft profile and STEAM account. However, whenever I load PoE II on STEAM, it still asks me to make a new character.
