Precursor Tablet Affix Mods Aren't Applying to Maps

I've noticed a few times now that when I put a Precursor Tablet into a tower, only one of two mods is applied to the surrounding maps.

Can't remember the details of previous because we can't open a tower and review the tablet information (this is an annoying problem that hopefully gets changed in a QOL update one day).

Current tablet is:

11% Increased Item Rarity
16% Chance for an Essence to Appear

Only the Rarity line is showing on the surrounding maps.

I am having the same issue. Popped three tablets in close range, and only one mod from each tower is being applied.

Same issue here, just wasted like 5 tablets

Same for me, it's quite random for each tower.
Had two Tower which did not apply any mods and another Tower applied only one mod.

Same for me, it's been here since start of EA.
It happens for all maps
