Missing passive skill point

I am currently at level 87 with all the passive skill points quests already completed, so I understand that in total I should have a total of 87 + 24 points = 111, however, updating some points in the tree I realized that I have 99 allocated in the general tree and leaving only 11 points for weapon set skills. I can't locate where the latter is and due to lack of it, I currently only have 110 points available.
