No crafting bench quest

I have done the Act 1 Bench quest and as expected the next few chars I made have that quest greyed out and unlocked when I start, all good so far.

But not that I have my first char in Cruel Act 1 I still don't get the quest to unlock the second bench that I see in peoples hideouts.

What if anything have I done wrong?

I have reset the zone a few times but there is nothing there to get the quest not even a quest marker.

Does it only unlock when you get to the end game?
