Frostbolt Skill Points is bugged from skilltree

So as i said on the title Frostbolt (skill) is not getting any bonuses from +1 level cold spells and/or +X Skill points from the jewel Prism of Belief, spent 5 div for that item, and Frostbolt doesnt upgrade the stats, but it says that gained a level up. But no damage bonus or anything, just a COSMETIC Upgrade. It seems like is bugged from the skill tree, but from items and skill supports its working perfectly.

Please fix this asap, its my core build. I would get at +4 frostbolt skill, dps would be insane =)
