Some Vaal ennemies are (no) hostile

When reaching the Vaal city through the portal , we occasionally encounter in the streets some enemies that can be killed but just stand there not reacting to the player . They are usually one or two at a time , and at least a dozen in the whole area . IIRC they can be encountered into further areas as well .
