Constant crashing during app execution KERNELBASE.DLL

I cant even get the apps splash screen it goes straight to a blacked out client and the app crash toast shows up. I pulled the this from the event viewer

System: Win10, recently updated
Corei7
Ram 16 Gigs
Onboard graphics not sure of the naming convention

I've had no serious issues running this until now, before Vulkan causes the app to crash on load so I reinstalled but the old config files are removed with the base game, so I edited the config file and removed Vulkan, saved file, and the game worked.

I had no after manually resetting the graphics DLL, now this is a new issue!
