Please set item allocation permanently after party creation

Currently players are able to set the item allocation to permanent and then change it mid game in order to steal rare items.

If the item allocation is set to permanent t at the inception of the party it should remain permanent until either a new party is set or it is changed after a vote.

Lost too many unique items due to this negative style of play
