Can't use any Skills for 4-5 seconds

It happens quite often on my Monk Invoker. Just playing normally and then BAM left-click skill doesn't work, right-click skill doesn't work, none of the other skills work. I have to kite for 4-5 seconds, and then I can attack again.

No visible debuff present. I am using WASD.

Has it happened to anybody else? Is this a known bug?

Came here to see if anyone else was experiencing the same problem. During this time, I also cannot use the town portal ability. I think they are some kind of micro disconnect from the instance servers. It happens to me SEVERAL times per map.

I've been playing with other characters (Ranger, Witch, Warrior), and it does not happen as often as with the Monk. With Ranger it seldom happens, and with Witch and Warrior never I think. With Monk was every other map.
