Cast on block accumulates energy incorrectly

according to the description, 250 energy should accumulate from the block

using a skill with 1.00 sec casttime I should get 100 maximum energy, which is less than 250 - accordingly the cast should work on each block.

in fact, block gives about 4% of the "cast on block" charge.

to cast skill with 1 sec casttime now need to make about 25 blocks, although according to the description there should be 1 block.
