Weapon skill passive bug

i have 24 weapon skill passive and i can only use 22. even after refunding weapon skill points, still only shows 22 usable passive skill points out of 24.

if i use it. only 22 shows used and 2 remaining cannot be used no matter what.

I just refunded 4 passive points from weapon set 1 and they have disappeared. I am unable to use them and it shows 0 skill points available. Weapon set 2 shows 9 out of 24 used, but weapon set 1 shows 5 out of 24 used and I am unable to allocate those 4 refunded at all. I've tried exiting the game and that did not fix it.
