Witch skeletal warriors no long spawning after using exalted orb

I used an exalted orb on my rare scepter which grants skeletal warrior minion skill. This added 13% increased presence of area effect. Now my skeletal minions won't spawn. Tried re equipping in weapons in various ways, removed gems from everything. Not a spirit issue as it's weapon skill.

Bought another scepter from a vendor with the same skill just in case the orb messed up that particular weapon and they still don't spawn.

Logged/relogged, same issue.
