Abilities that multi-hit after one use, are seen as single hit in proc calculations.
Examples:
- When 1st hit crits, all the remaining hits crit. Same for a non-crit.
- empower of "next attack/hit" empowers all the hits for given ability.
- Close combat support gem does not increase dmg on Flicker Strike hits when 1st hit is casted from a distance.

I hope this gets addressed soon. On one hand it's great that it empowers all hits with WA and Flicker. WA for sure could use all the help it gets, but if it's bugged, it's bugged.

...but it's not bugged.
Reference: in-game explanation for the "Sustained" keyword:
"
Sustained skills cause a large number of Hits over a period of time. They roll for Critical Hits independently each time they damage enemies, rather than rolling once for the entire skill as other skills do.
This behavior is similar to how these things work in PoE1 as well, though I don't believe there's an in-game explanation about it there. The wiki entry for Multistrike Support includes some details regarding interactions.

Okay, that in-game explanation confirms crit are definitely bugged, but it doesn't confirm if empowering all of the consecutive hits is intended or not. Hopefully ggg will bring clarity to this.

Was that a typo? It's confirmation that crits aren't bugged. Neither Flicker Strike nor Whirling Assault is a Sustained skill, so it rolls crit once for the attack regardless of how many hits result from that attack. Examples of skills with the Sustained keyword are Orb of Storms or Tempest Bell.
Is there anything in the game that says it empowers "hits"? Everything I'm finding it "Empowers Spells" or "Empowers Melee Attacks" or the like, and the keyword's explanation itself refers to "Empowered Skills". They apply to the full usage of the skill--the skill doesn't stop after one hit, and doesn't stop being empowered after one hit.

I wasn't at my pc and assumed you brought up "sustained" because it applies to WA, so wasn't a typo on my end, just misunderstood what you meant and didn't think I needed to check what I was saying. :p
