Cannot go to Act 3

After completing act 2 cruel, I was at the step where I had to talk to the NPC to travel to act 3. I used a waypoint instead to go back and finish a side mission. I no longer have the option to travel to act 3 from the NPC. I can see act 3 on my map, but I have no waypoints I can travel to. I have tried travelling to the Dreadnaught, killing the boss again and returning to the caravan, but I cannot get the option to travel to act 3 to reappear.
