Orb of chance error: "Item can not increase in rarity"

I used an orb of chance on a scale male (white, no upgrades) that i got from a vendor and i got an "Error, item can not increase in rarity. Is this a bug?

" PoE 2? If so, Chance orbs can only make an item into Unique rarity, but only if there is a Unique with the same base. 😹😹😹😹😹
