6 link skills on items (IMPLICIT SKILLS)

Does anybody know how to get a 6 link skill item?

EX: SKELETAL WARRIOR MINION on RATTLING SCEPTRE?

I've been searching google, asking in game, looking up on forum but NOTHING!

Does anybody know WHAT ARE THE PREREQUISITES for a 6 link skill on item?

Does the item level need to higher than X?
Does the INT of the char need to surpass a specific amount?
Does the character level need to surpass a specific amount?

PLEASE some help would be GREATELY APPRECIATED!!
