It works, sometimes. It has something to do with your stats (not too much strength and dexterity). And some rng factor. The same setup i had 2 days ago now doesnt work anymore

"Convert" and "Gain as" effects work on the base stat, before %increased/decreased and %more/less modifiers are applied.

dont think that this is the case here.

Jadian is correct, conversions are different in PoE 2. Your mana is converted to ES and then the % mana is applied. Any ES gained from equipping the shield is the ES on the shield itself converting to mana from EB then back to ES with Gaze. You can easily further test it by equipping the shield and amulet, allocating any of the % mana on the tree, note your ES, unallocate only the % mana, and note the ES stays the same. Any % maximum ES on the tree/jewels will still work as it is being applied after the conversion to ES.

It's the same way your Impending Doom Archmage build cannot be scaled with chaos % as the majority of your damage is lightning % and Archmage is based on the chaos damage before chaos % multipliers. You have to boost the base damage, then scale off that. Same as the % mana as ES, you have to boost the base mana, then scale off that.
