Only 2 ritual altars spawned on the map

My map spawned only 2 altars with allocated passive that guarantees 4 of them to spawn.

It seems Burial bog map bugged, second time I got only 1 altar at all

Same thing happened to me, only 3 altars while having the atlas passive that guarantees 4. Also on burial bog.
