CPU Lantency Spikes

Here is a video showcasing spikes in main menu

As you can see my CPU constantly spikes in your games. PoE1 and PoE2.
It causes stutters that are more noticeable when has more action but I can still feel it when I'm in Towns.

I've tried several things to fix it such as:

- Disabling the C-states suggested by this post https://www.reddit.com/r/pathofexile/comments/t1d01u/performance_guide_secrets_of_stuttering_how_i/

- Lowering the Maximum processor state to 80% from this post https://www.reddit.com/r/pathofexile/comments/lwduls/psa_if_you_have_lagspikes_reduce_the_cpuusage_of/

- Tried disabling CPU0 in task manager -- details - affinity

- Disabled PBO in BIOS aswell and AI cpu Boosts


Computer specs: Ryzen 7 7800x3d, asus rog 4090, 32Gb 6000MHz.

Game Settings:

DX12 tried dx11 its worst,

Triple Buffering helps a bit. but only decreases the max peak of the spikes, not the frequncy,
Multithreading doesnt change anything.
