POE 2 Logbooks, "Runic Monsters are Duplicated" remnant does not duplicate rare monsters

Running through logbooks and hitting "Runic monsters are duplicated" remnant does not duplicate rare runic monsters throughout the rest of the map. Not sure if it even duplicates rare monsters. "Increased rare/magic monsters" and "Increased pack size" remnants also seem to have minimal effects.
