CPU issues engine multithreading

So in Poe 2 I have huge CPU issues since launch and even more since the last patch. I tried a lot of setting and now it works well but something about the solution is not how it should work.

I have an i7-4790K cpu and a GeForce RTX 4060. The CPU load if engine multithreading was enabled was overheating my cpu. Disabling engine multithreading caused for performance issues but stopped the overheating. The cpu utilization was also very low for the amount of heat it produced. Low settings actually made it even worse. So what fixed it was setting everything possible to NVDIA settings like DLSS and setting textures to high which improved performance but still caused the cpu to overheat. For the cpu I literally had to underclock it to 2,00 GHz which increased utilization but is never even close to being maxed out during gameplay. There is something wrong about how the cpu is used in poe 2. It runs extremely smooth when all 4 cores are at 2,00 GHz and never reach max utilization but if you increase the frequency the utilization goes down but power consumption goes up and heat generated goes up a lot.

I didn't experiment much for now to find the sweet spot but here's a picture of 2,00 GHz and when I switch to 4,00 GHz. Utilization goes down but heat goes up a lot. Both are during a normal map.
