Chronomancer: Temporal Rift broken if slotted with Clarity + Vitality support gems

The Temporal Rift skill in Chronomancer ascendency refuses to cast/activate if you have both Clarity & Vitality slotted. This is WITH plenty of spirit to cover both costs, it still will not activate.

If I take one out, then the skill will cast but for some reason with both slotted I cannot cast the skill nor does it show +30% mana regen buff active in the buffs at the top.
