Demon Form not actually increasing Spell Skill level after patch

Went into a map after patch, and it was very noticeable something was wrong. Mana was permanently full, which was unusual, and everything was taking a while longer to die. Thought nothing of the mana, and brushed off the damage as maybe there were some map mods making everything giga tanky, and didn't bother to check mods. Wasn't until I got to the boss and could see the damage numbers that I realized something was definitely wrong, as I was hitting for maybe 30% of my normal damage. After slowly crawling through the rest of the map, I went back to the hideout and did some looking around my skills, and realized that the issue was the spell level aspect of Demon Form.

Visually, on the skill panel, the level of the skills is being updated properly. Flameblast, which I currently have at level 18, shows as level 24 once I activate Demon Form. However, the base damage of the ability remains unchanged. Outside of Demon Form, the base damage of Flameblast is showing as 369. When activating Demon Form, even before any Demonflame stacks begin to build, the base damage of the ability should jump up to match going from a level 18 skill to a level 24 skill, as it was doing prior to this patch. However, the damage is still showing at 369 both before and after Demon Form activation.

I have tried to do several fixes on my own, none of which have worked. Refunded and reallocated Demon Form, resocketed every skill gem and support, took off all my gear, went into maps with Demon Form both active and inactive prior to loading into the new areas, simply restarting the game.
