Black Scythe Training Keystone + Enhanced Effectiveness Interaction

When using the "Heroic Tragedy Timeless Jewel" with deeds by the line of Olroth, the keystone "Black Scythe Training" reads: "Intelligence's inherent bonus is 1% increased evasion per 2 intelligence instead".

On gemling legionnaire, the node "Enhanced Effectiveness" reads: Inherent bonusese from Intelligence, Strength and Dexeterity are doubled".

Due to the wording of "instead" this leads me to believe that I should be receiving twice the increase of evasion rating by clicking that ascendancy point, however; when using the timeless jewel, speccing and unspeccing the ascendancy node does not change my evasion.

I am unsure if this is a bug with this interaction or if the wording on the keystone is incorrect.

I was able to test this for all variants, and happens on all versions of this gem, would love further explanation from GGG

I was also thinking of trying this combo, would love to see this fixed or get clarification if working as intended
