crossbow "improvements" where?

it was announced "Improvements to various Crossbow Skills, especially those at higher Tiers." but not in patch notes.

i really hate that when im in the thick of things... i feel like it fake reloads once or twice.... like the animation goes but it does it again... maybe im the only one lol
