How does the "Local Knowledge" Atlas node work?

Hi!
The node says it has increased chance to drop certain currency depending on the map biome. But I'm wondering, is this added on top to the normal drops that you get, or are they taken out of the normal drop pool, so existing drops are basically converted to the currencies?
