Ghost Dance does not always activate after weapon swaps

I have the following set up:

Herald of Ice on weapon set 1 only
Herald of Thunder on weapon set 2 only
Ghost Dance on both weapon sets

Very often (80% of the time I estimate) when I swap weapons, Ghost Dance does not activate - no icon even after a long time. I had to manually reenable it in the skills tab before it starts (incrementing) again.

Same problem, very annoying.
