Hi, as you can see around the 1:00 mark in this video (https://youtu.be/UUaxGNIJ1eU?si=2kOAJHlsGdQAc0jy&t=56) there is a snowflake effect around the sorceress. Is this a skill or a cosmetic? Either way, could you please let me know what it is? Thank you!

The snowflake effect you're referring to is a cosmetic body armour called the Snowcaller. You can find it in the shop. :)
