Mana Siphon mod on rares needs to be looked at.

This is a level 18 witch with +13.4% movespeed (wearing gear) using 20% movement speed boots.

This is a base level 16 mana flask, without recovery rate affixes. It is just not enough to overcome the mob and running away is only an option because it is possible to get them stuck with collision.

If and when GGG fixes minion pathing / enemy pathing this will suck worse. This mod is fine, it just needs a negative movement speed penalty on the mob at least at low levels where mana flasks / passives cannot overcome the drain in any reasonable sense.

I would also suggest if negative movement speed is not something devs want to attach to this mod that they could make it pulse, where its strong and slowly weakens then gets stronger again. Allowing for a window of opportunity.

Seems like a simple oversight and there are several fixes, perhaps even restricting this mod to higher levels. I'm loving poe2 at this point but having leveled 5 Ascendencies through act 3 to try them out this is my biggest complaint. Even with a plan and gear there is nothing you can do to overcome this without having an on level weapon that can deal damage without mana, which currently has not been the case in any of my play throughs.

if you are inside a ring that means you are in melee range which for caster means you die ...

so you have great choice of getting away and not being able to do anything or stay put and get mulched ...
