High Velocity Rounds Bug?

When I use Armour Piercing rounds to break armour, and then use the High Velocity Rounds to benefit from the massive damage bonus of the HVR when armour is broken, it doesn't feel like its properly applying the right amount of damage.

It feels nearly the same as just using the high velo rounds normally.

Is this a bug or am I misunderstanding the "Players Break 3 times Armour against Normal Monsters and 2 times Armour against Magic Monsters" tool tip for Amour break.

Does this mean I need to break the armour again?? Or just that normal monsters have more armour that needs breaking?
