Two times same prefix

Hello everyone

i've rolled a 2h staff with two times a Increase spelldmg prefix which make it a significantly huge upgrade and ive not found any similar to this strength.

is it always possible to role two times the same prefix?

I just saw the "T1-T5" namings next ot it - what does they mean?

So no help on this
