low tier items with high item level

hi
ive been farming tier 16 maps to get my whalebone rapier or jagged foil with high item level for my next build. but they just dont drop

is it just fricking rare to drop that or is it not possible. (for whatever reason)

im on 40 maps right now. (juiced maps)

Check your loot filter to make sure you aren't hiding your desired items. Crafting bases can be tricky. You also might just not be dropping what you are seeking.
