Path of Exile 2 - Act 1(normal) quest bug ?

So im in Act 1 cruel and wanted to make sure first that all other quests from normal campaign is done . Figured out that i got a quest in Act 1 " THE MAD WOLF OF OGHAM " that says " Travel East ' , when i go on quest description it says that i must speak with the Hooded one to travel east , the problem is that the Hooded one dont have this option . i tried to speak with all other NPC etc but nothing realy works . Can anyone help me out ? it kinda feels like my game is bugged with this quest and i want it to be completed , my OCD dont help that much .
