Scion is not in character creation screen

After saving scion with my witch, I've finished off the quest and return to a settlement and went back to the character creation screen, but upon doing so, I've notice that scion isn't in the character selection screen

is there anything else I'm missing?

or is it because my witch character was in SSF settler's league rather than the standard league banner?

If you saved the Scion in Settlers SSF, then check for the Scion in Settlers SSF. If it's there but not elsewhere, then that answers your question. If that's the case, then the Scion will automatically become eligible in Standard once Settlers migrates. Also, did you unlock a waypoint after rescuing her? If not, the game may require you to.

check your "Achievements" here

see if you have "freedom" achievement (Free the Scion) or not

"Finished off the quest"? The only quest in the same area as the Scion is the last quest of the act (ie, a boss fight).

Are you mistaking Helena in Act 2's quest "Intruder's In Black" with the Scion?
