Unable to craft Herald of Thunder with lvl4 uncut gem

Me and my friend both want to use Herald of Thunder in our builds.
However after obtaining multiple lvl 4 uncut gems, the game would not let me create the Herald of Thunder spell gem.
I met all the requirements/stats to use the spell.
My friend was able to craft one with my gem, after which my friend now has the same problem as me and is unable to create the spell a 2nd time so they can use it themselves.

To recreate: click on a lvl 4 uncut gem, select "all gems" then type Herald of Thunder in the search bar. Nothing shows up for either of us here.

Am I missing some type of mechanic here, is this a bug? Or is intentional for some reason?

You need a uncut SPIRIT gem to create permanent buffs. It's a different type of uncut gem.
