Game Breaking Issue - Unable to progress due to map not loading correct areas

Greetings.

I am currently at level 58 in cruel difficulty. I'm trying to do the quest to go to the hearth of Keth to finish creating the Horn of the Vastiri. I explored the lost city and found the entrance to the buried shrines. Now while in the buried shrines I've cleared this area 3 times and control click reset via waypoint as well and cleared. Every time I go in and clear the only exit that I find is is tied to the Halani Shrine and not The heart of Keth like it should be. Without being able to zone into the heart of Keth area I am unable to progress. It seems like the link between the areas is currently broken for me on my character.
