Voltaic Mark + Strike Twice (Stormweaver) - Only Applies To One Shock

Currently, Voltaic Mark only works on one shock on the enemy. There is nothing in the description that would suggest it should not work with "Targets can be affected by two of your shocks." from Stormweaver.

I believe this is a calculation bug, and it should be applying to both shocks.

This issue is still present.

Issue still exists after latest bug fix patch.

Please fix this, it makes absolutely no sense at all

People aren't playing stormweaver because of this bug.
