Stutter/Lag Washington DC server...

So today, I am experiencing chopping and lag when I log in. I have 1 GB hardwired internet, and I get 200+ frames. I tried every server that was close, and I still am getting the same result. Some other players are reporting the same thing in-game. I am curious if others are having the same issues, as it appears it is not a hardware issue for me.

I also have stutter and uneven latency in Washington DC servers for some reason.
