curious about what effect this is in POE2 ?

Does anyone know what effect this is? ive been curious about this character effect. as you can see from the image, the guy is wearing /surrounded by some kind of cloud, mist or ice snow shards? it looks so cool. ive looked into the shop but couldn't find it under character effects section. what name is this effect?and how to get it? thanks a lot[
