Three Dragons Cold Damage bugged?

Can't freeze with Cold damage while using Three Dragons unique helm, despite the wording only saying that Chill is replaced. Not sure if this is intended, as the Freeze description in game does not mention any requirement of Chill application.

Chill leads up to freeze. So don't think that's the issue there are other issues with the helm currently though

Chill is separate from the freeze buildup debuff icons though.

On the helm it says that lightning damage contributes to freeze buildup instead of shock chance so freeze and chill are clearly separate entities. This leads me to believe that it is currently bugged and that you should still be able to freeze with cold damage.

I have the same line of thinking as you. I was under the impression that since Chill and Freeze have different build ups, they are exclusive to one another.
