Travelling between vanilla and cruel.

Is it intentional to put us at the Riverbank when returning to Cruel? If so, why? Only gateway is in Ziggurat and the waypoint isn't there.

I've had to fight through the River Bank 4 times now because I keep going to vanilla to either trade an item or help someone.
