How to apply oil to already corrupted items in Path of Exile 2?

came across this today, yet cant trade for it on poe site so is it even in game?

You cannot further modify a corrupted item.

" it says in the window "this corrupted item requires tainted oil to anoint" |

Same here, dont find any solution..

The corrupted oil seems to not be in game currently. The functionality is there tho.
