How to get Chaos Bolt Gem/ Increased Sockets? Chaos build & Ascendancies?

Basically the title.

My wand gives lvl9 Chaos bolt, but you can't make an uncut gem version of it, and neither can you add support sockets to the item skill. So how are we supposed to scale this skill? Or is it just an unfinished skill not worth using?

And neither ascendancy seems to do much of anything for Chaos spells as far as I can tell. Blood Mage is based around Crit, and most of the Chaos skills are DoT's that can't crit. So is Chaos a waste of time right now?

I appreciate any suggestions, knowledge, or feedback you're willing to share.
