Energy shield overcharge with Meditation

I am playing monk, and I invested into some passive nodes that say "20% increased energy shield if you've consumed a power charge recently." I also took the Meditate skill that reads: "Can overcharge your energy shield up to double its normal maximum."

When I do both of these things (consume a charge or use the skill), the number displayed for my energy shield does not increase past its normal state. It also does not seem like I can take anymore damage, so I don't think this is a visual bug, but it could be. These things seem to not be working properly

Ignore the part about the 20% increase, I believe that one was visual because I didnt have the energy shield number up constantly. Hovering over it doesnt seem to be accurate. However, meditate still doesnt seem to be working

With more investigation: the 20% increase does not seem to work when power charges remain. I use perpetual charge which says "35% chance to not remove charges but sill count as consuming them." For the purposes of the energy shield buff, it seems that when this triggers it DOES NOT count as consuming them.

I have the same issue, the Meditate skill doesn't give me overcharge energy shield. I unskilled Eternal Youth, tried restarting my game and respeccing back and forth, but nothing seems to help.

So as far as i can see in my case i cannot use "Eternal Youth" in passive skill tree if i want to double energy shield with Meditate. If i remove that skill it will double it.
