Make Respec Free

if your gonna balance because this is early release just make respecing free. Let us tinker with diffrerent things to try to make it work. The game is extremely hard and to spend your free time grinding only to have the rug pulled out from under you and best thing to do at that point is just roll a new character .... feels bad
