Rage Doesn't Generate on Passive Blocking

I have the Vengeful Fury Notable and 75% block. The Rage on-hit only triggers when I don't block. Rage does generate when I block using the Raise Shield skill, however.

+1 I also have the same issue on passive block. rage will not generate on passive block hits
