Intimidate debuff not working?

I got the Blackheart Iron Ring Unique which has "25% chance to intimidate enemies for 4 seconds on hit"
I havent seen any debuff icon under enemy health bar? is it not working? Last bumped on Jan 19, 2025, 9:43:20 AM

There's a shield that "permanently intimidates on block" also doing nothing.

Wulfsbane, Painted Tower Shield -- Not working (cant see any debuff incon on mobs tested it)
